{"id":9459,"date":"2019-09-17T09:29:46","date_gmt":"2019-09-17T16:29:46","guid":{"rendered":"https:\/\/news.consciencelaws.org\/?p=9459"},"modified":"2019-09-17T09:50:08","modified_gmt":"2019-09-17T16:50:08","slug":"philippines-population-control-and-management-policies","status":"publish","type":"post","link":"https:\/\/news.consciencelaws.org\/?p=9459","title":{"rendered":"Philippines population control and management policies"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Appendix &#8220;A&#8221; of Philippines RH Act: Rx for controversy<\/h3>\n\n\n\n<p class=\"author\">Sean  Murphy<a href=\"https:\/\/www.consciencelaws.org\/authors.aspx#Sean_Murphy\">*<\/a><\/p>\n\n\n\n<p><strong>Establishment of POPCOM<\/strong><\/p>\n\n\n\n<p>In 1967, President Ferdinand Marcos joined other  world leaders in adding his signature to a <em>Declaration on Population<\/em> that had been made  the previous year by representatives of 12 countries  (often incorrectly cited in Philippines government  documents as &#8220;the UN Declaration on Population&#8221;).<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#001.\">1<\/a>  Two years later, Executive Order 171 established the <a href=\"http:\/\/www.popcom.gov.ph\/\">Commission on  Population<\/a> (POPCOM), and in 1970 Executive Order  233 empowered POPCOM to direct a national population  programme.<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#002.\">2<\/a><\/p>\n\n\n\n<p><strong>The <\/strong><em><strong>Population Act<\/strong><\/em><\/p>\n\n\n\n<div style=\"float:left; margin-right:1em;\"><img decoding=\"async\" class=\"wp-image-9462\" style=\"width: 150px;\" src=\"https:\/\/news.consciencelaws.org\/wp-content\/uploads\/2019\/09\/philippineschildren.jpg\" alt=\"Philippines population control and management policies\"><\/div><p>The <em>Population Act <\/em>[RA 6365] passed in \n\t\t\t\t\t\t\t1971 made family planning part of a strategy for \n\t\t\t\t\t\t\tnational development. \n\t\t\t\t\t\t\tSubsequent Presidential Decrees required increased \n\t\t\t\t\t\t\tparticipation of public and private sectors, private \n\t\t\t\t\t\t\torganizations and individuals in the population \n\t\t\t\t\t\t\tprogramme.<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#003.\">3<\/a><\/p>\n\n\n\n<p>Under President Corazon Aquino (1986 to 1992) the \n\t\t\t\t\t\t\tfamily planning element of the programme was \n\t\t\t\t\t\t\ttransferred to the Department of Health, where it \n\t\t\t\t\t\t\tbecame part of a five year health plan for \n\t\t\t\t\t\t\timprovements in health, nutrition and family \n\t\t\t\t\t\t\tplanning. According to the Philippines National \n\t\t\t\t\t\t\tStatistics Office, the strong influence of the \n\t\t\t\t\t\t\tCatholic Church undermined political and financial \n\t\t\t\t\t\t\tsupport for family planning, so that the focus of \n\t\t\t\t\t\t\tthe health policy was on maternal and child health, \n\t\t\t\t\t\t\tnot on fertility reduction.<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#004.\">4<\/a><\/p>\n\n\n\n<p><strong>The Population Management Program<\/strong><\/p>\n\n\n\n<p>The Ramos administration launched the\n\t\t\t\t\t\t\tPhilippine Population Management Program\n\t\t\t\t\t\t\t(PPMP) in 1993. This was modified in 1999, incorporating &#8220;responsible parenthood&#8221; as a central theme.<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#003.\">3<\/a> \n\t\t\t\t\t\t\tDuring the Philippines 12th Congress (2001-2004) \n\t\t\t\t\t\t\tpolicymakers and politicians began to focus on \n\t\t\t\t\t\t\t&#8220;reproductive health.&#8221;<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#005.\">5<\/a><\/p>\n\n\n\n<p><strong>Responsible Parenthood and Family Planning  Program<\/strong><\/p>\n\n\n\n<p>In 2006 the President ordered the Department of \n\t\t\t\t\t\t\tHealth, POPCOM and local governments to direct and \n\t\t\t\t\t\t\timplement the Responsible Parenthood and Family \n\t\t\t\t\t\t\tPlanning Program.<\/p>\n\n\n\n<p>The Responsible Parenthood and \n\t\t\t\t\t\t\tNatural Family Planning Program&#8217;s primary policy \n\t\t\t\t\t\t\tobjective is to promote natural family planning, \n\t\t\t\t\t\t\tbirth spacing (three years birth spacing) and \n\t\t\t\t\t\t\tbreastfeeding which are good for the health of the \n\t\t\t\t\t\t\tmother, child, family, and community. While LGUs can \n\t\t\t\t\t\t\tpromote artificial family planning because of local \n\t\t\t\t\t\t\tautonomy, the national government advocates natural \n\t\t\t\t\t\t\tfamily planning.<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#003.\">3<\/a><\/p>\n\n\n\n<p><strong>Population policy effectiveness and outcomes<\/strong><\/p>\n\n\n\n<p>The population of the Philippines grew steadily  from about 27million in 1960 to over 100 million in  2018. Starting from similar populations in 1960,  Thailand, Myanmar and South Korea now have much lower  populations (<a href=\"https:\/\/news.consciencelaws.orglaw\/commentary\/legal055-002.aspx#Figure_1\">Figure 1<\/a>) . .  .
