The Philippines Department of Health\u00a0has signed the\u00a0 Implementing Rules and Regulations (IRR) of Republic Act 10354, otherwise known as the \u201cResponsible Parenthood and Reproductive Health Law of 2012\u201d (RPRH Act of 2012).<\/a>\u00a0\u00a0 The regulations have not yet been posted\u00a0on the Department’s website. [DOH News Release<\/a>]<\/p>\n

The regulations\u00a0will have an immediate impact on the exercise of freedom of conscience by health care workers.\u00a0 According to news reports, those who are privately\u00a0employed must complete an affidavit setting out what they object to and why, and must post a prominent notice of\u00a0what “reproductive health services” they will not provide.\u00a0 Government health care workers will apparently be\u00a0forced to use some\u00a0kind of civil service process to obtain approval for the exercise of\u00a0freedom of conscience.<\/p>\n

DOH Assistant Secretary Dr. Madeleine Valera stated that the law would be applied “liberally,” by which she\u00a0appears to\u00a0have meant that freedom of conscience will be restricted as much as possible so that purported\u00a0“human rights”\u00a0would\u00a0be protected.
